The failure of US medical reform: health insurance website built with more than $800 million still can not be used

More than $100 million over budget
  Andy Slavitt, executive deputy director of the US Healthcare Service Center, recently said at a congressional hearing that "the process of building a website is sometimes not going well. We have a solid staff who, on the whole, doing well, but there is always a problem." But he promised that the website Healthcare.gov website would be "fully ready" in November, when people could buy health insurance next year.
  According to the audit department under the US Congress—the Government Accountability Bureau released data, the site construction budget has risen to 840 million US dollars in March this year, 163 million higher than the original budget. The site once crashed in October last year.
  In announcing the data, the Government Accountability Office said the budget rose due to poor government plans and poor supervision of contractors under construction of the Healthcare.gov website within the framework of the website.

The original contractor is almost no penalty
  William Woods, head of acquisition and procurement management at the government accountability firm, said that if the Obama administration's management on the medicare website did not improve, when the website is open to the public to the purchase of health insurance in 2015, the website would come suffered a major risk.
  Healthcare.gov was originally built by Canadian IT and business process service provider CGI Group, but in October last year the collapse of the site led the US government to give up the company, in January this year, it was contracted to build by Accenture (78.7, -0.58, -0.73%) company.   "We will be working with new procedures and technologies to build healthcare.gov. We will react to new problems and solve them." Slavitt said at the hearing.
  Although Accenture is stepping up, Healthcare.gov is still not available. The assessment report submitted to the congressional hearing showed that the insured is currently difficult to successfully register their own financial information on the site. Republican House of Representatives has been criticized that the construction of the site ineffective has led to a waste of hundreds of millions of taxes.
  Slavitt said the government's deal with Accenture was a lot of harsh—if the site was defective, it would pay a higher penalty than the previous CGI contract.
