The whole year's work depends on a good start in spring, 3 February, the beginning of spring, Premier Li Keqiang presided over the State Council executive meeting, formally adopted the 13th Five-Year Plan for national food and drug safety, with a view to effective protect people's health and well-being.
According to the national economic and social development of the 13th Five-Year Plan, the meeting adopted the national food and drug safety plans, details are as follows:
First, Strengthen the Whole Process of Supervision
The implementation of local governments, especially the county level to protect food safety responsibilities, increase the daily supervision for the campus, small vendors and other key areas, control the sources of residues of pesticide and veterinary drugs, renovate illegal added behavior, prevent systemic risk. Strengthen the authenticity of drug clinical trial data, speed up the production and operation of all aspects of pharmaceutical verification, construct traced back mechanism, crackdown on selling fake products, prevent drug safety incidents.
Second, Strengthen the Spot Checks and Risk Warning
We will strengthen the professional capacity building of inspectors, improve the inspection and testing system, conduct full-coverage spot checks of food, blood products, vaccines and essential medicines for all categories and varieties, and improve risk monitoring and assessment and emergency response capability. Construct authoritative information releases mechanism.
Third, Strengthen Technical Support
Accelerate the revision of national standards for food safety, and implement standards for pharmaceuticals, medical devices and cosmetics. Promote the pilot project to purchase services to the government for the registration of drugs and review of medical devices, prior review and approval of innovative drugs with clinical value and drugs with clinical urgently needed. Implement intelligent online supervision with the use of "Internet+" and large data, strict implementation of food and drug production, operation, use, testing, regulatory and other aspects of security responsibility.
Many of our food safety standards are from a number of departments, standards are also different, new standards or updated standards are required. In the last year, the National Health and Family Planning Commission of the PRC issued the "Food Safety Standards and Monitoring and Evaluation ‘13th Five-Year’ Plan (2016-2020)" proposed to further improve the food safety standards and monitoring and evaluation System, develop and revise 300 national standards for food safety in this period. The National Health and Family Planning Commission of the PRC have fully completed the task of cleaning up and integrating nearly 15,000 tasks in 15 departments and solved the problems left over from history completely, such as the overlapping, repetition and contradiction among the standards.
With the formal adoption of the food and drug safety program, the safety standards have been further improved. The government has put into practice the supervision and inspection system, effective protection of people's health will be achieved in the near future with the progress of science and technology and the precision of the testing instruments.
